The present invention discloses an individual water monitoring unit that can be installed locally to a water fixture to control the dispensing of water through the fixture by featuring an interface programmable to an individual, having an assigned card associated to that individual used to unlock and record the individual's water usage through the fixture.

Objects of the present invention:
- to provide a water metering device having individual water monitoring units local to water fixtures utilized for regulating, controlling and recording water usage for an individual or group of individuals
- to provide a water metering device having a programmable card set to the specifics of a user and used to control water dispensing
- to provide a water metering device having means for dividing and grouping different fixtures for the access and denial of usage pertaining to an individual goup of users
- to provide a water metering device having a control panel having a keypad and card slot for entering or transfering data
- to provide a water metering device having a meter and alarm to indicate to a user how much water has been used or if a limit of usage has been reached
- to provide a water metering device that is adaptable to any existing water utility fixture
